What is Measure E?
Measure E will increase the real estate transfer tax on properties priced $2 million or more. This one-time tax will be paid for by either the seller, buyer, or split among both at the point of sale. The measure will raise approximately $50 million a year. Revenues raised from the tax will go toward to the General Fund. However, the San Jose City Council adopted a spending plan to prioritize the revenues for affordable housing and homelessness prevention solutions, and adopted guardrails to ensure the spending priority plan remains in place for these purposes.
This is a progressive and targeted approach that invites corporations and the wealthy to be a part of the solution in addressing the lack of affordable homes and increased homeless population. The tax will primarily apply to the top five percent most expensive properties sold in the city thereby ensuring that average homeowners are not unduly burdened with new taxes. It also ensures that moderate-income and first-time homebuyers are not deterred from becoming homeowners.
